Responsibilities

  • The Senior Compliance Specialist works with other members of Conifer’s Compliance team along with software technical support and management operations team members to ensure properties within their assigned portfolio are fully compliant with Tax Credit (LIHTC), HUD, Rural Development (RD), and/or other affordable housing program regulations
  • Senior Compliance Specialists perform a full range of resident file reviews and reporting following regulatory requirements in combination with exercising independent judgment
  • Additionally, they provide direct support to the Director of Compliance and act as mentors to Compliance Specialists
  • Timely review of new applicant files and recertification packages for regulatory eligibility
  • Conduct regular on-site or electronic compliance inspections/reviews or upon request from management operations
  • Provide support and guidance to on-site staff in all aspects of regulatory compliance
  • Provide support and guidance to Property Management in all aspects of regulatory compliance
  • Provide support to Compliance team members as needed
  • Meet assigned deadlines in a timely manner
  • Accurately complete assigned compliance tasks and submit timely
  • Willingness to obtain industry professional certifications
  • Host introduction training calls for on-site staff
  • Work with Director of Compliance to develop content and occasionally host company Affordable training
  • Work collaboratively and effectively with regulatory housing compliance representatives
  • Assist management operations in preparing for agency file reviews and inspections
  • Mentor Compliance Specialists one-on-one or within small groups
  • Oversee an advanced portfolio including lease ups or at-risk communities

OVERVIEW:

Experience

• LIHTC, HUD Project Based Section 8, Section 8 and other HUD programs, RD, HOME, and RAD experience required. Layered compliance program experience required with a special concentration in either LIHTC or HUD Project Based Section 8.
• Knowledge correcting various types of Affordable non-compliance and guiding on-site staff on how to do so.
• Knowledge surrounding EIV reporting requirements
• Knowledge determining household income eligibility in relation to compliance regulations.
• Knowledge using affordable housing compliance software programs for processing state and federal compliance applications preferred or willingness to quickly learn.
• Knowledge using Yardi Voyager affordable housing modules preferred or similar with willingness to quickly learn Yardi.
• Basic accounting skills with understanding of receivables and payables.
• Proficient using Microsoft Office 365- Word, Excel, Outlook, PowerPoint.
• Proficient using Microsoft Teams or similar internal chat messaging system.
• Accurate data entry and proofreading skills.

EDUCATION/CERTIFICATIONS/TRAINING

Minimum High School/GED Equivalent Required.

College degree preferred.

Current certifications required, minimum HUD and LIHTC such as:

Certified Occupancy Specialist (COS) or Assisted Housing Manager (AHM)

Rural Development 515 (S.T.A.R.) or Rural Housing Specialist (RHS)

Housing Credit Certified Professional (HCCP)

Specialist in Housing Credit Management (SHCM)

Tax Credit Specialist (TCS)

Blended Occupancy Specialist (BOS)
