The Role
Are you interested in joining a team supervising the UK’s wholesale markets? We are looking for a talented Senior Associate to join the Flexible Trading Venues team within the Trading Venues & Corporate Finance Firms Department of the FCA. Your role will contribute to the FCA strategy from a Wholesale Markets perspective and involve supervising trading venues (Recognised Investment Exchanges, Multilateral Trading Facilities and Organised Trading Facilities) offering markets in a variety of financial instruments including equities, derivatives and commodities. This portfolio includes a wide variety of trading venues operating in the UK offering traditional and innovative solutions. Our work encompasses all aspects of the initial recognition or authorisation and continuing supervision of the venues, according to relevant obligations that aim to deliver fair, orderly, and resilient markets.
Through our work, we aim to advance market integrity, investor protection and effective competition in the interests of consumers. You will use your analytical skills to identify risk in the business models and strategies of the firms in our portfolio. Our team members have diverse backgrounds including regulation, trade associations, market structure, and trading. What you will be doing
You will work with others as part of a team to advance our supervisory priorities for these Trading Venue firms. You will directly supervise the firms, and will receive exposure to diverse issues, senior level engagement both across the FCA and with regulated firms and will work at pace in a stimulating and high-energy environment. You will deal with more complex issues and cases and be expected to work alone making supervisory judgements and recommendations as appropriate.
Your work will often involve liaising closely with specialist areas including teams who monitor for market abuse, assess financial and operational resilience, and supervise financial crime risks. The teams also regularly work with colleagues across Authorisations, Enforcement, Markets Policy, International and Legal divisions.
Responsibilities will include:
  • Direct engagement with regulated firms to improve our understanding of firm specific issues and the markets they operate within
  • Applying regulatory knowledge and experience to analyse complex information, make informed supervisory judgements and recommendations on appropriate action to address specific firm or cross-firm issues
  • Identifying and reviewing the key risks within each portfolio to help set and implementing the team’s supervisory strategy to mitigate these risks
  • Working with the team to develop a consistent FCA response to issues identified across the Trading Venues portfolios
  • Drafting high-quality communications to deliver key messages internally to stakeholders, as well as externally to firms as needed
  • Building, maintaining and leveraging relationships with key stakeholders to influence and deliver through others in and outside of the department as needed

The skills and experience you’ll have

Minimum
  • Previous experience of the operation and business models of Trading Venues and the regulatory framework within which they operate, gained either through working for a venue or other relevant wholesale markets experience
  • Experience of supervising firms using the FCA’s supervisory framework
Essential
  • Knowledge of wholesale markets, the business models of Trading Venues active in those markets and how they interact with the wider wholesale markets ecosystem
  • Understanding of the conduct and prudential risks facing firms involved in trading in the wholesale financial markets
  • Good understanding of the UK regulatory framework
  • The ability to analyse and challenge complex information and form strong, evidence-based judgements
  • Strong communication skills with the ability to explain complex issues succinctly and deliver sensitive messages in meetings, reports, presentations, and letters
  • The ability to engage confidently with a variety of internal and external stakeholders
  • Ability to challenge others’ views constructively while maintaining good relations
  • The ability to work collaboratively within a team, supporting more junior colleagues
  • The ability to prioritise competing objectives and have proven organisation skills
