Working with the Office of Life Sciences and a range of other stakeholders, the Data for R&D Programme is leading the design, commissioning and delivery oversight of at-scale data assets and data partnerships that support priority use cases, including supporting clinical research, early cancer diagnosis, and the development of new digital therapies.

As part of this work, we are looking for a Head of Strategy to lead strategic development and ensure an effective long term ecosystem for operation of a number of key data architecture components. This will involve understanding a wide range of researchers, innovators, public and patient needs, overseeing design and development work, and translating this into plans to ensure this work can be successfully delivered by NHSX and key partners. The postholder will require significant knowledge of current and emerging large-scale health data assets; the clinical trials landscape including disease registries and charity perspectives; a experience of strategy development in complex, multi stakeholder landscapes, and excellent people management and communication skills. This is a high-profile role, requiring regular engagement with senior colleagues and presentation at executive-level boards.

Building relationships to gather and develop intelligence on the research, evidence and principle stakeholder views on data, including professional bodies and other regulators, regarding data partnerships.
Acting as a champion for patients, citizens and their interests and involving the public and patients in the strategy development and decision-making.
Leading systematic horizon scanning to ensure the team is prioritising and incorporating the latest thinking, technology and approaches with regard to large-scale data assets.
Leading the strategy for a portfolio of strategy projects, involving research, analysis, engagement, report writing and drafting policy, as well as commissioning external delivery bodies.
Leading programme management activities to support on-time and on-budget delivery, including developing delivery plans, resourcing, ongoing progress monitoring, evaluation and retros.
Making recommendations, including to Ministers, senior government and industry stakeholders, providing advice and preparing strategic reports and briefings.
Development of implementation plans to ensure recommendations are delivered by partner teams and organisations.
Identifying risks and issues, ensuring robust mitigations are being taken, escalating as appropriate.
Contributing to the strategic planning of team projects, identifying interdependencies, potential impacts on the wider organisation, and resource requirements.
